
THE NORTH DISTRICT OF THE RIO TEXAS CONFERENCE UMC
COMMITTEE ON ORDAINED MINISTRY (¶666)
Considers and supervises all matters dealing with candidacy for ordained ministry and with the license of local pastors; recommends to the Board of Ordained Ministry those persons who qualify for associate and provisional membership, license or continuance as local pastors and restoration of credentials; examines all persons who apply in writing to be certified as lay ministers; assists the conference BOM in providing support services for all clergy under appointment in the district.
THE NORTH DISTRICT BOARD OF MISSIONS
The Board of Missions was created in 1979 for the purpose of promoting and coordinating the mission of the Church within the geographical area of the North District.
ACTION SUPPORT COMMITTEE: Deals with the facilitation of outreach ministries of existing churches to relieve human suffering and the establishment of new and creative forms of such outreach within the district. Meets 1-2 times per year.
CHURCH EXTENSION & PROPERTY: Deals with the planning and establishment of new churches within the district and assisting churches challenged by new population growth in their areas. Meets 1-2 times per year or in conjunction with the DST.
EXECUTIVE COMMITTEE: Members are the Chair, Vice-chair, District Secretary/Treasurer, District Lay Leader, Action Support Chair, Church Extension Chair and the District Superintendent. Meets with DST or as determined by the District Superintendent.
DISTRICT STRATEGY TEAM (DST)
Much like a church administrative board, this is a group of clergy and laypersons who assist the District Superintendent in reviewing the District’s demographics; planning for new church starts; identifying churches for revitalization, relocation, cooperatives and mergers; monitoring and providing oversight of those churches involved. The team meets 6-8 times yearly (or as determined by the District Superintendent). Members of the DST include the Executive Committee of the Mission Board and the sub-groups as listed below:
Board of Church Location and Building (¶2519)
Investigates all proposed local church building sites, ascertaining that such sites are properly located for the community to be served and adequate in size to provide space for future expansion and parking facilities; works with the District Strategy Team for continuing the service of the UMC in changing neighborhoods; and investigates all proposed local church or parsonage buildings to determine the best method to make the structure energy-efficient.
Superintendency (¶669)
Supports the district superintendent in the oversight of the spiritual and temporal affairs of the Church, and the District; advocates for adequate budget-support services; is available for counsel; provides advise concerning the relationship among the DS, the laity, the clergy and District agencies; provides a process for DS evaluation and feedback; helps arrange adequate time and financial assistance for DS continuing education.
Trustees (¶2518)
Supervises and provides oversight and care of all real property owned by the District; provides input and feedback regarding the District administrative budget, investments and trusts.
